The lottery and games of chance sector in Colombia closed 2025 with a positive balance in terms of healthcare financing. During the year, 650.000 million pesos were transferred to the health system, representing a growth of 5,9% compared to 2024.

The report was presented by Coljuegos, the sector’s regulatory authority in Colombia, and confirms the consolidation of legal gambling as a stable source of resources for public health.
Higher sales and greater transfers
According to the official balance, territorial games in Colombia generated 1,7 trillion pesos in sales during 2025. Of that total, 650.000 million were allocated to the health system, while prize payments grew by 9% year-on-year.
The president of Coljuegos, Marco Emilio Hincapié Ramírez, highlighted that the 5,9% increase in transfers is equivalent to approximately 36.000 million additional pesos compared to the previous year, resources mainly oriented towards subsidized health.
The modalities that collected the most
Three segments concentrated the majority of legal gambling turnover in Colombia in 2025:
- Chance: 1,1 trillion pesos in sales.
- Traditional lotteries: 393.078 million pesos.
- Raspa Listo: 147.890 million pesos.
These modalities explain a large part of the resources that are subsequently transferred to the health system in Colombia.
The lotteries that contributed the most in 2025
In the breakdown by territorial operators in Colombia, the Medellín Lottery led the transfers with 52.071 million pesos.
In second place was the Boyacá Lottery, with 51.859 million, followed by the Bogotá Lottery, which transferred 32.347 million and recorded a growth of 49% compared to 2024.

These results consolidate the weight of the main territorial lotteries in the financing of public health in Colombia.
Outstanding growth and a specific drop
Other operators also showed relevant increases in their contributions in Colombia:
- Meta Lottery: +43% (from 4.476 million to 6.380 million).
- Extraordinary Draw of Colombia: +26%.
- Beneficencia del Valle: +26%.
- Huila Lottery: +23%.
The exception was the Cundinamarca Lottery Commercial Company, which recorded a decrease of 21% in its transfers, going from 17.814 million in 2024 to 14.033 million in 2025.
Start of 2026: continuity in transfers
According to official data, January 2026 maintained the dynamic of transfers to the health system in Colombia, with resources distributed among territorial funds, Fonpet, Adres and the Ministry of Science, Technology and Innovation.
Although the data corresponds to a preliminary cut of the year, the behavior confirms the structural relevance of the sector in Colombian public finances.

The 2025 results confirm that the lottery and gambling sector in Colombia is not only a relevant economic activity, but a structural support for the health system. With 650.000 million pesos transferred in one year and sustained growth compared to 2024, legal gambling is consolidated as a stable and growing source of healthcare financing.
