In Brazil, the Caixa Econômica Federal (CEF) executed the revocation of 23 authorizations to market lotteries administered by the entity during January 2026. The cancellations affected establishments distributed across eight Brazilian states and were formalized through publications in the Official Gazette of the Union.

São Paulo concentrated the highest number of revocations with seven affected units, followed by Rio de Janeiro with six cases. Pará registered three cancellations, while Rio Grande do Sul and Maranhão reported two each. The states of Santa Catarina, Amazonas, and Tocantins each had one revocation.
Sanctioning system in Brazil shows progressive results
The measures applied in January are part of a broader process initiated in 2025, when CEF mandatorily revoked 162 permits throughout the year. This sanctioning process operates under the framework established by CAIXA Circular number 1077 of 2024, which regulates the Administrative Sanctions System for lottery points of sale.
Mandatory revocation constitutes the most severe sanction within the disciplinary scheme implemented by the federal financial entity, applicable when commercial establishments fail to comply with current regulations for the operation of lottery services.
Economic scope of Brazil’s lottery sector
According to data provided by the Brazilian Federation of Lotteries (Febralot), the sector currently maintains 13,109 operational units distributed throughout the national territory. This network reaches 98% of Brazilian municipalities, demonstrating significant capillarity across the country’s geography.
The sector generates approximately 70,000 direct jobs and performs functions that go beyond the simple commercialization of gambling products. Lottery units offer essential services to local communities, promote financial inclusion in regions with less banking access, and contribute to revitalizing municipal economies.

Geographical distribution of cancellations in Brazil
In São Paulo, revocations affected establishments located in Diadema, the state capital, Coroados, Morro Agudo, Galia, Itapetininga, and Paulistânia. The regional superintendencies of ABC, Santo Amaro, Presidente Prudente, Ribeirão Preto, Bauru, and Piracicaba executed the measures.
Rio de Janeiro concentrated cancellations in the state capital, specifically in the Laranjeiras neighborhood, in addition to the municipalities of Mesquita, São João de Meriti, Magé, and two establishments in Duque de Caxias. The Rio Capital and Baixada Fluminense superintendencies managed these processes.
In Pará, revocations affected Belém, Nova Esperança do Piriá, and Ourém. Rio Grande do Sul registered cases in Victor Graeff and Porto Alegre, while Maranhão reported cancellations in São Luís and Luís Domingues.
Impact on the national lottery distribution network
The 23 revocations in January represent a small fraction of the total authorized establishments in Brazil, but they demonstrate the systematic application of quality controls and regulatory compliance by CEF. The entity maintains its dual role as administrator of federal lotteries and supervisor of the authorized commercial network for their distribution.
The sanctioning process seeks to preserve the integrity of the national lottery system and ensure that points of sale comply with established standards to protect consumers and guarantee the proper operation of these regulated services.
