On December 19, 2025, Ecuador approved the Organic Law of Sports, Physical Education, and Recreation. For the first time, this law includes specific rules for sports betting and online forecasting.

Before this regulation, the sector operated without a clear legal framework. Now, companies wishing to offer sports betting in Ecuador must meet three basic requirements: be legally domiciled in the country, obtain an official license, and submit to State supervision.
This means that platforms can no longer operate without control or identification. All operations are subject to financial monitoring, which allows knowing where the sector’s funds come from and where they go.
What measures protect users in Ecuador?
The law establishes that users must identify themselves to bet. This reduces anonymity and makes it difficult to use these platforms for illicit activities.
In addition, the regulation prohibits athletes, coaches, officials, and their relatives from participating. The objective is clear: to avoid conflicts of interest and protect the integrity of competitions.
Regarding responsible gaming, the law contemplates mechanisms to prevent gambling addiction and protect minors. Although these mechanisms will be consolidated over time, they already lay an important legal foundation. Tools such as deposit limits, self-exclusion systems, and educational campaigns can be developed based on this regulation.
Platforms operating with a license, as is the case with authorized sites in the country, help distinguish the regulated offer from those informal options that offer no guarantee to the user.

Why is regulating better than prohibiting?
Ecuador followed a clear trend in Latin America: regulating with precise criteria works better than trying to eliminate an activity with high social demand.
Regional experience confirms this. In Brazil, there was the Lotería Esportiva, in Argentina the Prode, and in several countries, state bets financed public programs for decades. The most prominent case today is Colombia, where the entity Coljuegos supervises the sector and directs part of the income toward the health system. It is a model that demonstrates that this industry can generate real benefits for society if managed with clear rules.
What is the challenge facing Ecuador?
Passing the law is the first step. The real challenge lies in applying it effectively, strengthening supervision mechanisms, and ensuring that the sector’s income contributes to collective well-being.
With authorized operators, identified users, and active financial controls, sports betting in Ecuador has the conditions to become a safe, transparent form of entertainment compatible with the values of sport. The key is for the State to maintain constant supervision and for users to always choose platforms with an official license.
Regulation is not the end of the road. It is, barely, the beginning of a sector that Ecuador can now manage responsibly.
