The gaming industry in Paraguay registers growth in tax collection and consolidates an expansive trend

The regulated gambling sector in Paraguay continues to show sustained expansion, consolidating the country as one of the most dynamic markets in the region. The National Gambling Commission, the governing body for the activity in the national territory, reported that during the first month of 2026, tax revenues reached 18,715 million guaranis, equivalent to approximately 2.7 million dollars at the current exchange rate.

This figure represents a significant increase compared to the 15,163 million guaranis (around 2.2 million dollars) registered in January 2025, marking a year-on-year growth of over 23% at the start of the new fiscal year. Official data show that the Paraguayan regulated gambling industry maintains an expansion rate that exceeds conservative sector projections.

Paraguay Breaks Historical Record in Annual Gambling Revenue

The performance in 2025 sets a new paradigm for the gambling industry in Paraguay. The year closed with a total revenue of 215,940 million guaranis, a figure that translates to approximately 27.5 million dollars in US currency. This amount constitutes the highest level recorded in the last decade, far exceeding the results of previous years.

To understand the magnitude of this growth, it is enough to compare it with previous fiscal years. In 2024, total revenue had been 175,768 million guaranis (close to 22.4 million dollars), while in 2023, 158,080 million guaranis (approximately 20.1 million dollars) were recorded. The 22.85% jump between 2024 and 2025 represents the most pronounced year-on-year growth since the current oversight and revenue collection mechanisms were implemented.

Factors Behind the Sector’s Sustained Growth

Multiple elements converge to explain the expansion of the regulated gambling market in Paraguay. Firstly, investments in infrastructure have allowed the opening of new establishments in secondary cities, decentralizing an activity that was traditionally concentrated in Asunción and Ciudad del Este.

The digitalization of the sector has also played a fundamental role. Although Paraguay maintains strict regulations regarding online gambling, land-based platforms have incorporated technologies that improve the user experience and optimize operational efficiency. Electronic payment systems, digital loyalty programs, and improvements in transaction security have contributed to attracting segments of the public that previously did not participate in the industry.

Additionally, the regulatory framework implemented by CONAJZAR in recent years has generated greater legal certainty for operators. More transparent operating licenses and more predictable oversight processes have encouraged medium and long-term investments that are reflected in the sustained growth of revenue.

Economic Impact and Contribution to Public Funds

The more than 27 million dollars collected by CONAJZAR in 2025 represent significant resources for Paraguayan public finances. These funds are primarily allocated to social programs, educational infrastructure, and community development projects in the jurisdictions where authorized establishments operate.

It is important to note that CONAJZAR’s revenue constitutes only income from fees, licenses, and specific sector taxes. The total economic impact of the regulated gambling industry is considerably greater when direct and indirect employment, purchases of goods and services, and the value chain associated with the operation of casinos, bingo halls, and other authorized establishments are accounted for.

Outlook for 2026 and Market Projections

The start of 2026 with revenue exceeding 2.7 million dollars in the first month suggests that the growth trend could continue during the new fiscal year. If the pace observed in January is maintained, Paraguay could close 2026 with annual revenues exceeding 30 million dollars, consolidating the sector as a relevant contributor to public finances.

Sector operators are optimistic about the medium-term outlook. Expansion and modernization projects for existing establishments, along with requests for new licenses under evaluation by CONAJZAR, indicate that the offering will continue to diversify and professionalize in the coming years.
