Peru: New Deputy Ministers of Foreign Trade and Tourism Appointed

The Government of Peru appointed Teresa Mera as Vice Minister of Foreign Trade and Madeleine Burns as Vice Minister of Tourism. The measures were taken according to Supreme Resolution No. 012-2022-MINCETUR and Supreme Resolution No. 010-2022-MINCETUR, published in the official newspaper El Peruano.

The aforementioned norms bear the signatures of the President of the Republic of Peru, Dina Boluarte, and the Minister of Foreign Trade and Tourism, Luis Fernando Helguero.

Both officials have extensive experience in the public sector, in addition to Mincetur and its affiliated bodies, which has allowed them to hold various management positions in previous years.

Teresa Mera was director for North America and Europe at the Ministry of Foreign Trade and Tourism (Mincetur), serving as head of Peru’s negotiating team on intellectual property matters, having negotiated trade agreements with the European Union, Canada, EFTA, China, Mexico, Thailand, Japan, Korea, Costa Rica, Panama, Honduras, Panama, and Guatemala, and implemented the Trade Promotion Agreement with the United States of America.

She also served as director of Management and Monitoring of the Commercial Offices of Peru Abroad (Mincetur) and director of the Commercial Offices of Peru Abroad (PromperĂș).

Madeleine Burns has over 30 years of work experience. She was Project Coordinator for Development for People with Disabilities at FUNDADES. During her tenure, the first Municipal Offices for Attention to People with Disabilities (OMAPED) were established.

For eight years, she was the national director of the Center for Training in Tourism (CENFOTUR), an Executive Public Organization specializing in the training and education of human capital in tourism. Additionally, she promoted the development and implementation of COVID-19 protocols for the tourism sector and the Safe Travels Seal. Subsequently, she worked as an international consultant in tourism.
